If the bike can be titled (some states title off road vehicles with off-road titles, others only title vehicles eligible for 'street' use), the Buyer surrenders the MSO together with their application for title, Bill of Sale and check for all taxes & fees due to the MV department, which issues Title. Ive tried to buy a jetski and trailer from Jersey before. PA is pretty awful for all things paperwork. Montana, Wyoming and North Dakota are simply a several states that allow notary publics to action as notaries in highlighting states - assuming the bordering. This is the general procedure, NOT saying this is specific to NY: for a NEW bike, when you buy it, you get the MSO from the dealer. Such a pain in the ass because of the very limited notary hours. I believe the grace period of applying for title without fines is pretty short, something like 15 days.Typically when someone never titles a bike, they did it to avoid paying the sales tax/fees and thought they were just going to ride the bike in their own private land.One possibility is to 'wash' the MSO by titling it through a less restrictive state.- Mark. In WA where I live, they'll process it with a hefty fine and paying full sales tax for the list price of the bike.
